Veteran peace practitioner Koby Huberman shares with Fathom his experiences on both the bilateral level – between Israel and the Palestinians – and the multi-lateral level – between Israel and the Arab world. Huberman argues that the process of solving the Israeli-Palestinian conflict should not be understood as an ‘either-or’ scenario, but of mutually advancing processes taking place in parallel. The presentation of the Arab Peace Initiative in the wake of Arafat’s rejection of the Clinton Parameters symbolised, Huberman argues, the Arab world’s unwillingness to be bound by Palestinian rejectionism. The creation of the Israeli Peace Initiative, between 2007 and 2010 responded to these developments, recognising that peace flows through both Ramallah and Riyadh. Huberman also highlights the importance of regional economic development in driving the so-called ‘pragmatic’ Sunni powers towards normalisation with Israel.
